There is no problem for clients using CloudFlare's name servers and services in general to be hosted with us, we are not currently looking into providing such services for re-selling though.
It would be nice to have that ability (to be able to offer this to our customers), since more and more of hosting providers do offer it.

It is a cloud "proxy" service to act as a filter/optimizer/security service for a website. Check it out - https://www.cloudflare.com
I'm using it on all my sites and always recommend it to my customers as a way to increase website's security on the budget.
It works regardless of locations.
In case of individual websites, mainly what you have to do is:
1 - open an account (can start with a free one, that they have, which has plenty of options for a small to mid size site (and you can have multiple sites on one CloudFlare account, so you can manage them all from single dashboard));
2 - enter your site's URL into your settings in that account;
3 - adjust your name servers for that site to point to CloudFlare servers (they provide their name servers).
And that's it. Well, adjust some filtration/speedup/security settings for your account there and enjoy :-)
It helps me filter attacking bots quite easily, before they rich my server, thus saving me quite an amount of bandwidth and hits ;-)
Also, if you'd want to be able to see visiting IPs on your server level stats - then they have a free plugins for your site. I develop in Joomla, so I get a plugin for Joomla, install it and enable on sites. These plugins resolve IPs, passed through CloudFlare filters. They have plugins for other scripts as well.
