What is the best Website Design software?

I want to design my own website. so what is the best software to develop my site.

I prefer using something like Joomla or Wordpress, although I have used Site Studio in the past. It is very easy to use as are Joomla and Wordpress.

I prefer you wordpress and the site should be in php... So that can change easily when needed.
