Condensing a .pdf file

I have a client who has a publication that gets posted to his website on a monthly basis. The publication runs about 29mg's. Of course, uploading that size file to the server takes forever for the user to load, so his prior webmaster would somehow save the file so that is was condensed to about 4-5 mg's. I am wondering if anyone out there knows what program, you could do this in, as my client is no longer speaking to his old webmaster, and I don't know how he was doing it.

Does anyone have any suggestions as to how I can accomplish this? Thank you.

Adobe has an option for converting pdf files to Fast Web View pdf Files. But you will need the Adobe Acrobat software to be able to do that.

What was last suggested works, I haven't done this but compressing the file and then extracting when it gets on the server may help too.
