Frankly, I have never heard about this script, but the RSS News tab of the E-mail & News section of the reseller control panel contains links with instructions on how to implement the Resellers Panel newsfeed on your custom-designed reseller site.

That feature uses php, but my website uses html. Can that be done?

Many sites on the internet use a mixture of HTML and PHP (or other scripting code). However, if you are actually asking whether you could use only pure HTML to produce dynamic web content (RSS feeds are based on dynamic content), then the most likely answer would be no.
