Curious if it is possible to upgrade from a nano to a mini package and maintain same IP and no transfers?

Yes, your reseller's IP address will remain the same after upgrading to a higher reseller plan. The only difference will be the maximum accounts that can be created under that service. You can order the upgrade in Services -> My Services -> select your reseller service -> Upgrade/Downgrade menu of your billing account's control panel.
