Is XMLRPC supported by default on PHP?

Is XMLRPC supported by default on PHP server in shared hosting plan?
or do I have to edit the php.ini to enable the module?
can I just removed the ";" on php.ini

from this
;extension=php_xmlrpc.dll
to
extension=php_xmlrpc.dll

please advise
