So when I charge up my wallet it charges me VAT of 20% on the dollar value, but when I make a wholesale purchase via the RSP CP there is another 20% added, that's 40% VAT being taken. Surely that's not right?

No, that is not right, you should open a support ticket and our support department will see what the problem is. -
Is very confusing. I have to convert from £ > $ via my credit card and then RSP convert it from $ > £ to make a purchase

Ok, I was wrong. The wholesale order form told me there was VAT 20%: £5.10 GBP added on, but it wasn't deducted from my wallet.
