Affiliate Program - Tiering Question

I noticed on the Affiliate Program info page that it mentions "Tier 1" gets 10% commissions. But it doesn't mention any other tiers. So is it or is it not a multi-tiered program? If it is, how many tiers are there and what are the commission percentages for each tier?

Actually, I also have another question, unrelated to tiers...

If I get someone to sing-up under me, what information do I get about that person? Name, RSP ID, email address, etc.
