New Floating Live Chat (wordpress) - How to I get it?

Hi all, please bear with me as I am going to have lots of question in the coming days.

I know this is a "can of worms". I've read plenty about it.

But I found a reseller site which has the new "Live Chat" floater on their site. Yet, others that I visit and my own don't have it.

The old live chat is perpetually "offline" so I will be getting rid of that once I create a child theme. But I would like to have this new floating chat icon. How do I get this feature on my site, too?
